Check your power settings, mayber your CPU or GPU are limited due to power settings(for example on my PC I can limit the CPU in the power settings).

What AV software do you use? Try adding an exception for the tribes exe.

@criver: Not the case. CPU is easily at ~60°C, GPU at ~65°C if strained properly for a few minutes.

@Limyc: Not even turning AV off alltogether did any good.

Did you get any answer concerning the ticket to HiRez?
Did you try reinstalling the game?

Yupp, they are currently trying to help me.
Reinstalling was one of the first things I tried.

Thanks for the troubleshooting threads. I already searched them for some helpful information, though...

I suppose it is you VGA Radeon HD 6950, as I've heard of other people having problems with AMD VGAs. You can try to reinstall the newest drivers(and maybe try to see if there are problems with PhysiX) Still can you try running the game with a custom ini? And don't put OneThredFrameLag=False for now as it slows down the game. Try to disable VSYNC, Framerate Smoothing, lower setting to minimum(both graphics and textures) and check your fps.
You can try this if everything else fails and check your fps:

Just back up your previous ini and you can still swap them after that. Do you have some onboard graphics VGA btw?

I never had any problems with that graphics card. Drivers are already updated.
Have you got an idea, how to find out if PhysiX could be the cause? I didn't find an option for disabling or enabling it in Tribes...
I think I remember disabling the on-board card.

Unfortunately, the ultra low settings ini didn't help =/

I mean does your tribes look like minecraft/nintendo64 now?
You don't have lag and such framerate issues on other games, right?

Btw it's PhysX - my mistake, I made a typo. But usually the game crashes for people if that's the problem. You can search on the net about all the problems it may caue.
Did you try to fix your game from the launcher?
You sure your VGA is not defective?
Can you try and run some really CPU/GPU intensive app(like a benchmark or a game) and check your CPU and GPU load then try the same with T:A?

Yupp. I even deleted it and watched the game create a default one in this exact spot. The game looked cruel anyway as I immediately turned the graphics settings to the minimum when I experienced these framerates ;)

No, I never had issues with any game on this machine (neither games using the U3 engine, nor other ones). So I tend to think, it's allright?

From the diagnostic tool, yes. And validating via Steam. Says everything is allright...

Like I said - when I strain my machine properly for a few minutes, the CPU is easily at ~60°C, GPU at ~65°C. That was with Metro: Last Light (not exactly a low-end spec game - the recommended specs even exceed my video card) with almost everything turned up and quite fluid fps. With Tribes it was 55°C / 50°C (not too much above idle).
I really can't imagine in what way a video card, which seems to be working fine, could limit the fps when it doesn't even lift a finger.

I get the same thing only if I specially configure my power settings for power saving so it seems really strange.

Maybe the problem is you're running it from Steam?(I don't run it from there so I can't tell, but I've seen that people had problems with Tribes when running from Steam, though I've never seen your issue).

I think the problem is especially that "it doesn't even lift a finger", and I can't seem to guess why it is so, I can recreate something similar only by tweaking my power settings. Can you say the CPU/GPU load in terms of % and not temperature?
